Globalization provokes a crisis in the management of modern international relations. The question of whether transnational institutions are able to replace sovereign national states in the process of managing the world system in terms of efficiency becomes an open question. Each of the world’s civilizations has its own ideal concept of globalization, near the origins of which are ideas not only about Euro-centrism and Westernization, but also about Asia-centrism or Afro-centrism. Russia’s hybrid war against Ukraine provoked another crisis in the process of globalization. The result of globalization was the high dynamics of economic processes taking place in the world, the strengthening of international activity, the leveling of borders in the process of exchange of goods, services, information and cultural communication. But the system of regional wars can destroy permanent logistical connections and provokes the strengthening of local integration processes at the regional level. Managed crises have become unmanageable. The situation worsened due to the transfer of production from developed countries to China, which became the workshop of the world. The loss of industrialized countries started the process of erosion of the middle class, destabilizing the development of society. On the crest of the first wave of globalization, the world economy was formed as a whole system. The development of private and state monopolies with their inherent extensive method of management, stimulating imperial ambitions, accelerated the process of struggle for control over the world market. The COVID-19 pandemic, the radicalization of Russian aggression against the entire territory of Ukraine after February 24, 2022, the introduction of sanctions regimes and the aggravation of the opposition of «global democracy» to «global autocracy» provoked a violation of the global system of division of labor. The postmodern multipolar system of international relations will consist of several hierarchical structures. Firstly, these will be transformed military-political blocs, secondly, interaction networks of states that are regional leaders in their regions.
