It was noted that financial and economic efficiency, ability to create new and accumulate available resources, rationally manage them are important aspects of building capable territorial communities in Ukraine.</p> <p>The essence of the principles of deconcentration, decentralization, subsidiarity and devolution as basic for the development of capable territorial communities in Ukraine is investigated. These principles are in a dialectical interrelation, so their implementation creates the maximum positive effect for state-building processes only in complex practice. There are several forms of decentralization, specifically territorial, functional and substantive. The first of the identified decentralization forms is particularly relevant for the development of capable territorial communities.</p> <p>The interrelation between the formation of capable territorial communities and the intensification of state-building processes in our country is revealed. It has been proved that the strategy of domestic state-building, based on the mechanisms of decentralization, chosen in recent years, has given impetus to the strengthening of local self-government bodies. In its turn, the capable territorial community is gradually becoming an important component in the development of European Ukraine and the institutional form of democratic state formation.</p> <p>The role of subsidiarity political and legal culture in strengthening the capability of territorial communities has been defined. It is emphasized that the development of capable territorial communities in Ukraine is impossible without democratic transformations in the political and legal culture of all subjects related to this process. In particular, scientific research is about the formation and development of subsidiarity legal and political culture as the basis for further reforms in Ukraine local self-government. The subsidiarity political-legal culture is primarily based on regional identity («local patriotism»), and with an adequate state policy, it becomes the basis for the national identity formation, contributes to the strengthening of state-building processes.</p&gt;}, number={01}, journal={Acta de Historia & Politica: Saeculum XXI}, author={Kalynovskyi, Yurii}, year={2020}, month={Mar.}, pages={107-116} }
