Determination of Iran’s Power Factors Based on the Basic Concepts of Regional Leadership

Abstract

One of the most important features of the regional geopolitical map of the Middle East at the beginning of the 21st century was the strengthening of the influence of the Islamic Republic of Iran, which abandoned the principle of a passive approach to regional affairs, which it generally followed during the Cold War, and moved to the phase of active regional positioning. Over the past 20 years, Iran has actively sought recognition as a legitimate regional state in the Middle East. Such efforts are categorically not perceived within the region and with caution and scepticism – outside its borders. The growing role of Iran is undoubtedly recognized by the international community, but the methods by which Tehran exercises its influence are of great concern. The West calls on Tehran to withdraw from the regional struggle, but the regime does not agree to give up regional positions except to guarantee its own national security. An interesting question in this aspect is whether the Islamic Republic of Iran actually represents a country with the status of a regional leader, or, on the contrary, is governed only by the protection of national interests, and therefore cannot be fully called a leader in the Middle East. In order to find out whether Iran is a regional leader today, the authors applied the classification of the German researcher D. Nolte. As a result of the conducted analysis, it can be stated that the Islamic Republic of Iran meets many requirements of a regional state that is growing at the level of a regional player of medium power. However, factors of Iranian strength are not sufficient for Iran to gain regional leadership. The root cause of which is ideological differences, mistrust, political blackmail and manipulation, reinforced by military support for illegal insurgent movements, etc.
