Russia’s role in the Transdnister conflict

Abstract

 

The settlement of the Transnistrian conflict, which began after the collapse of the USSR, is one of the most important security issues in the European region. Over a long period of time, a number of attempts were made to resolve this conflict, but to no avail. Due to the fact that the parties to the conflict lack a certain agreement regarding its solution, this conflict is at the stage of freezing. The presence of a conflict factor on the territory of Moldova has a negative impact on the foreign policy course of this country. Moldova aspires to join the European Union, but taking this into account, one of the conditions is the absence of any conflicts, disputes of the candidate country. Russia is the main obstacle in solving this conflict, it supports the regime in Transnistria in every possible way and blocks the ways of a possible solution. The article examines the role and influence of the Russian Federation in the settlement of the Transnistrian conflict, analyzes the main risks of the development of this conflict in connection with a full-scale war between Russia and Ukraine, and highlights Ukraine’s position on the Transnistrian issue.

Given Russia’s role in the conflict and the threats posed by its presence in the Transnistrian region, settlement cannot be an internal issue for Moldova, but rather a matter of European security. Most likely, together with the «5+2» format, the Moscow memorandum of 1997, which actually defined Transnistria as a party to the negotiations, as well as the documents adopted on its basis, should go into the past. An indispensable condition is the withdrawal of Russian troops and weapons from Transnistria and the demilitarization of the region – the liquidation of illegal military formations in Transnistria.

A certain financial mechanism should be provided to ensure the reintegration of Moldova and the gradual liquidation of the quasi-state structures of Transnistria. The issue of the status of Transnistria should be resolved taking into account the national interests of Moldova and depend on the position of Chisinau itself.
